Who can become a core maintainer?

Hi all!

Internally, Medic has been discussing how to open up Medic run CHT repositories in GitHub so they can be community run. Repositories like CHT Core, CHT Android and CHT Docs (and dozens more!) should be open to the community to commit directly to with out needing Medic teammates to mediate the process.

To this end we’ve taken an opinionated start at how community members can become core maintainers. However, before this process is instituted, we’d love to get community feedback! If you have a GitHub account, feel free to comment directly on the PR. If you don’t, feel free read the latest version (note - this will change over time!) and voice your input on this thread.

We hope to finalize and publish this by Fri Aug 8th.
