tl;dr - To solve the issue, the admins should be sure their users are running latest versions needed for 4.x per the requirements:
Longer version: This is message we show end users when their software isn’t recent enough to support CHT 4.x. When originally working on this feature which came out in 4.0.0, we’d considered telling the user to “Upgrade your browser” but thought that likely a CHW in the field wouldn’t know what it meant or how to solve it. Instead we direct them to see their administrator.
