Your post mentions many things, and I’m having trouble distinguishing between them.

which currently doesn’t have data thus wont need migration service.

Then it’s not an upgrade, it’s a clean install of CHT 4.

The upgrade got stuck after running the code

What do you mean by stuck? Can you share some logs?

I don’t think you can use any pre-existent configs for other upgrades.
If you wish to create a fresh CHT 4.x instance, please follow App Developer Hosting in CHT 4.x | Community Health Toolkit
If you wish to upgrade an existing CHT 3.x instance to 4.x, please follow these steps to migrate the data: Migration from CHT 3.x to CHT 4.x | Community Health Toolkit and then proceed to launch your instance using the app-developer tutorial.

@diana, we had a session with Josh and sorted out the challenge, we are now up and running.
The documentation for an upgrade and fresh install was a bit confusing, we noted at some point, you still need to follow the steps for fresh installation, we were upgrading from 3.17 to 4.x, thank you
