_Announcing the release of 5.3.1 of the CHT Core Framework_

This is a patch release that fixes one bug ([#11413](https://github.com/medic/cht-core/issues/11413)): enabling Bikram Sambat months together with the Nepali language broke form loading, contact creation, and UI extensions.
